Carnikavas Komunālserviss is a municipal agency of Ādaži Municipality responsible for managing and maintaining municipal infrastructure, utilities, and public services. The agency is committed to improving energy efficiency and implementing sustainable solutions in municipal facilities.
Energy Scouts Laura Treimane and Alens Zvilna learned about the costs of heating an indoor swimming pool evaluated the heat energy savings achieved by using a thermal-insulating cover for the municipal preschool “Strautiņš’’ swimming pool. The main issue was the high heat energy consumption caused by continuous heat loss from the uncovered pool surface whenever the pool was not in use, resulting in unnecessary energy consumption and higher heating costs.
To address this, a thermal-insulating pool cover was installed and used outside the pool’s operating hours. The project was monitored over six months using alternating two-week periods with and without the pool cover. Daily heat meter readings enabled a direct comparison of energy consumption under both operating conditions.
The main challenge was collecting reliable measurement data and analyzing it while accounting for external factors such as outdoor temperature and normal variations in pool operation. Careful analysis was therefore required to isolate the actual effect of the pool cover. Despite these challenges, the results showed that the pool cover reduced the energy required to heat the pool water by approximately 64%, consistent with the 30–70% savings reported in scientific studies. Based on current energy prices, the investment is expected to pay for itself in about three years, generating annual savings of around 1,283 €.
As Energy Scouts they have been particularly proud that the project provided reliable, measurement-based evidence showing that a simple, cost-effective solution can achieve substantial energy savings.
Overall, the project demonstrates that a relatively simple energy-efficiency measure can significantly reduce energy consumption, operating costs, and CO₂ emissions, while offering a practical model for other municipal buildings.
